staff和personnel各有几个不同的意思。
当表示“某个组织中的所有工作人员、雇员”时，两者意思基本一样，细微的差别是personnel还可以指军队中的所有人员，而staff主要指企业雇员。除此之外基本可当作同义词；
然而当两者取各自的其他意思时，含义则存在较大的不同： 除了表示组织的工作人员和雇员外，staff还可以指： 1，大、中、小学的管理人员，行政人员（the people who work at a school, college or university, but who do not teach students ）；
2，军队的全体参谋人员（a group of senior army officers who help a commanding officer）；
3，拐杖；棍棒；权杖（a long stick used as a support when walking or climbing, as a weapon, or as a symbol of authority）；
4，作动词用，有“在…工作、任职于”（to work in an institution, a company, etc.）和“为…配备职员”两种意思（to provide people to work there）。
要表达上述四个意思只能用staff，不能用personnel。 除了表示组织的工作人员和雇员外，personnel则还可以指公司中的人事部门（是一个部门，而非员工）（the department in a company that deals with employing and training people）。此时只能用personnel，不能用staff。
